President Obama says a proposal to place Syrian chemical weapons under international control to avoid US military strikes could be a potential breakthrough. While the president appearing on a half dozen network news programs including CNN, had this planned speech to American people about his requested possible military action against Syria also said it remains skeptical.

"It's possible if it's real, and I think it's certainly passive evolvement when the Russians and the Syrians both make gestures towards dealing with these chemical weapons. This is why we've been asking for, not just over the last week or the last month, but for the last couple of years."

Whoever the president also has not rolled out the possible military strike against Syria for the country's alleged use of chemical weapons against its own people. Several polls out today indicate the majority of American people are opposed to such action.

UN secretary general Ban Ki-Moon told reporters the security council has moved in an embarrassingly slow pace on addressing the 2.5-year conflict in Syria. Linda Fasulo, reports he also says it's time for the council to act swiftly if UN inspectors conclude the chemical weapons were used in Syria on August 21st.

Ban stressed that the security council members must unite to respond to any use of chemical weapons and that there must be universal condemnation. He made clear that he would call on the council to demand that Syria immediately transfer its chemical weapons and the chemicals used in making those weapons to a safe place inside Syria where they would be destroyed under international supervision. The UN chief also noted that Syria would have to agree to the arrangement. For NPR News, Linda Fasulo in New York.

California lawmakers and the state's governor have reached an agreement on reducing the state's prison population. NPR's Kirk Siegler reports California's facing a court ordered deadline reduce overcrowding in state prisons.

Governor Jerry Brown says the state needs more time to let rehabilitation programs work.

The national security agency reportedly is not just able to crack your email conversations. The agency also has found a way to circumvent security measures on iPhones, blackberry and Andriod devices to access a user's data. It's according to a published report in the German magazine, Der Spiegel, which cites internal documents from the NRC and its British counterpart. Documents apparently do not indicate the NRC's conducting mass surveillance of phone use, that rather that various technics are used on specific individuals.

As lawmakers debate whether the US should launch military strikes on Syria, senate and House leaders will hold a ceremony tomorrow honoring the victims of the Birmingham Church bombing 50 years ago. As NPR's Brakkton Booker reports the four victims would be posthumously awarded the congressional gold medal.

The gold medal is the highest expression of national appreciation congress can give. It's been awarded to the four little girls, Denise McNair, Addie Mae Collins, Carole Robertson and Cynthia Wesley, who died in a 1963 bombing at Birmingham's 16th street Baptist church as they attended the Sunday school. The medal has been awarded in parts recognized how their deaths served as catalyst for the civil movement. Top leadership from the House and Senate are scheduled to take part in the event on Capital Hill, which comes five days before the 50th anniversary of the attack.
