Media Statement – Meeting of the BRICS Ministers of Foreign Affairs/International Relations
金砖国家外长会晤新闻公报
1. The Meeting of the BRICS Ministers of Foreign Affairs/International Relations under India’s Chairmanship was held on 1 June 2021 in virtual format.
一、金砖国家外长会晤于2021年6月1日以视频方式举行。2021年金砖国家主席国印度主持会议。
2. The Ministers reviewed progress in intra-BRICS cooperation and collaboration and exchanged views on major international and regional issues in the political, security, economic, trade, financial and sustainable development spheres.
二、外长们回顾了金砖国家合作取得的进展，并就政治安全、经贸财金、可持续发展等领域的重大国际和地区问题交换了意见。
3. Noting that 2021 marks the 15th anniversary of BRICS, they expressed support for strengthening intra-BRICS cooperation in areas of mutual interest in its three pillars – political and security, economy and finance, people-to-people and cultural exchanges.
三、在纪念金砖国家合作15周年之际，外长们支持金砖国家在政治安全、经贸财金、人文交流“三轮驱动”合作架构下，加强在共同关心领域的合作。
4. The Ministers expressed grave concern over the continuing public health, societal and economic impact of the COVID-19 pandemic globally. They expressed condolences for lives lost and pledged solidarity with the affected families. The Ministers emphasized the value of bilateral and multilateral cooperation among States to combat the pandemic and its impacts effectively. They called for better international preparedness to fight the COVID-19 pandemic and other current and future health challenges, including through mobilization of political support, necessary financial resources, strengthening of local production, transfer of technology, equitable and affordable access to medicines, vaccines, medical products and equipment, diagnostics and therapeutics and strengthening the resolve of citizens. Furthermore, they called for timely establishment and effective operationalization of the BRICS Vaccine Research and Development Centre and stressed the need for further work on the proposal for BRICS Integrated Early Warning System for Preventing Mass Infectious Diseases Risks consistent with International Health Regulations in line with previous Leaders’ Declarations. They supported the effort to hold a BRICS Symposium on Vaccine Cooperation.
四、外长们对新冠肺炎疫情对全球公共卫生、社会和经济持续造成严重冲击深表关切，对逝者表示哀悼，对受影响家庭的处境感同身受。外长们强调双边和多边国际合作对有效抗击疫情及其影响具有重要价值。外长们呼吁国际社会进一步做好应对新冠肺炎疫情及其他当前和未来卫生挑战的准备，包括通过动员政治支持，提供必要财政投入，加强本地生产，开展技术转让，保障平等且可负担地获取药品、疫苗、医疗产品和设备、诊断和治疗，并提升民众的信心。此外，外长们呼吁及时设立金砖国家疫苗研发中心，鼓励该中心及时投入有效运作，强调需要依据《国际卫生条例》和以往金砖国家领导人宣言精神，进一步推进金砖国家预防大规模传染病风险早期预警机制倡议。外长们支持举办金砖国家疫苗合作研讨会。
5. The Ministers noted that the COVID-19 crisis has posed many challenges for economic and financial stability. They further emphasized the importance of delivering economic outcomes that reflect the needs and aspirations of BRICS in particular, and emerging markets and developing economies in general, especially the importance of BRICS in responding to the COVID-19 crisis through policy support and enhancing intra-BRICS and international coordination.
五、外长们注意到新冠肺炎危机对经济和金融稳定带来诸多挑战。外长们进一步强调落实相关经济成果具有重要意义，以反映广大新兴市场和发展中国家特别是金砖国家的需要和诉求，并特别强调金砖国家通过政策支持、加强金砖合作及国际协作共同应对新冠肺炎疫情危机的重要性。
6. The Ministers issued a Joint Statement on Strengthening and Reforming the Multilateral System. The Ministers expressed support for continued cooperation of BRICS countries in areas of mutual interest, including through regular exchanges amongst their Permanent Missions to the United Nations and in other international fora.
六、外长们发表了关于加强和改革多边体系的联合声明。外长们支持金砖国家继续就共同关心的问题开展合作，包括通过常驻联合国及其他国际组织代表团定期会晤等。
7. The Ministers reaffirmed their commitment to the implementation of the 2030 Agenda for Sustainable Development in its three dimensions – economic, social and environmental – and reiterated that the Sustainable Development Goals are integrated and indivisible and must be met while leaving no one behind. The Ministers called upon the international community to foster global development partnership to address the negative impact of the COVID-19 pandemic and to accelerate the implementation of 2030 Agenda while giving special attention to the difficulties and needs of the developing countries. The Ministers urged donor countries to honour their Official Development Assistance (ODA) commitments and to facilitate capacity building and the transfer of technology to developing countries together with additional development resources, in line with national policy objectives of recipients.
七、外长们重申致力于从经济、社会、环境三个方面落实联合国2030年可持续发展议程，并重申可持续发展目标是不可分割的有机整体，不让任何一个人掉队。外长们呼吁国际社会构建全球发展伙伴关系，应对新冠肺炎疫情带来的负面影响，加快落实联合国2030年可持续发展议程，特别关注发展中国家的困难和需要。外长们敦促捐助国落实官方发展援助承诺，根据受援国国内政策目标，向发展中国家提供能力建设支持、技术转让以及更多发展资源。
8. The Ministers also reaffirmed their commitment to implementation of Kyoto Protocol and Paris Agreement adopted under the principles of the United Nations Framework Convention on Climate Change (UNFCCC), including the principle of Common But Differentiated Responsibilities and Respective Capabilities in the light of different national circumstances. They recognized that peaking of Greenhouse Gas Emissions will take longer for developing countries, in the context of sustainable development and efforts to eradicate poverty. They stressed the importance of a Post-2020 Global Biodiversity Framework that addresses the three objectives of the Convention on Biological Diversity (CBD) in a balanced way. They agreed to cooperate closely in the run-up to the 2021 United Nations Framework Convention on Climate Change Conference (UNFCCC COP26) and the United Nations Convention on Biological Diversity Conference (CBD COP15).
八、外长们重申致力于基于各自不同国情落实根据《联合国气候变化框架公约》有关原则，包括“共同但有区别的责任”和各自能力原则制定的《京都议定书》和《巴黎协定》。外长们承认发展中国家推进可持续发展和消除贫困的背景下实现碳排放达峰需要更长时间。外长们强调制定“2020年后全球生物多样性框架”，以平衡体现《生物多样性公约》三个目标的重要性。外长们同意为筹备2021年第26届联合国气候变化大会和《生物多样性公约》第15次缔约方大会开展密切合作。
9. The Ministers appreciated the work being carried out under the Economy and Finance Pillar of BRICS Cooperation. In this regard, they looked forward to comprehensive implementation of the Strategy for BRICS Economic Partnership 2025 through all means for its effective realization.
九、外长们赞赏金砖国家围绕经贸财金领域合作所作工作。为此，外长们期待全面落实《金砖国家经济伙伴战略2025》行动计划，并通过一切方式确保其实施效果。
10. The Ministers noted with appreciation the role of the New Development Bank (NDB) in infrastructure and sustainable development financing and the Emergency Assistance Facility to combat the pandemic. They welcomed the establishment of NDB’s Eurasian Regional Centre in Russia and looked forward to the opening of NDB’s regional office in India in 2021. They also commended the progress made towards the Bank’s membership expansion and encouraged the timely admission of new members.
十、外长们赞赏地注意到金砖国家新开发银行在基础设施建设和可持续发展融资方面及其抗疫紧急援助基金的作用。外长们欢迎2021年在俄罗斯开设新开发银行欧亚区域中心，期待在印度开设新开发银行区域办公室。外长们赞赏银行扩员工作取得的进展，鼓励及早吸收新成员。
